第一章  总  则

第一条 名称  

中文名称：粤港澳大湾区（广东）—东盟体育联盟（简称：湾区—东盟体育联盟）

英文名称：Greater Bay Area (Guangdong) - Asean Sport Alliance（简称：GASA）

第二条 宗旨

粤港澳大湾区（广东）—东盟体育联盟（下称“联盟”）是弘扬“和平合作、开放包容、互学互鉴、互利共赢”的精神，为中国粤港澳大湾区及东盟国家的体育事业工作者搭建一个合作与对话的国际化平台，旨在推动粤港澳大湾区及东盟国家在体育领域开展大范围、宽领域、多层次、高水平的合作与交流，倡导共同繁荣，促进国际体育事业的蓬勃发展。

第三条 联盟性质

1.以促进各成员在体育相关领域的合作为主要任务的非政府、非营利、开放性、国际化的合作联盟。

2.非独立法人，不承担成员单位及其相互间合作及其成果的连带法律责任。

第二章  成  员

第四条 成员构成

联盟成员由中国粤港澳大湾区及东盟国家的高等院校、科研机构、体育组织等构成。

第五条 加入与退出机制

1.有意加入联盟的单位可向联盟秘书处提出申请，由联盟秘书处征求常务理事单位意见，并由常务理事会开会讨论通过。

2.成员可向秘书处申请，经常务理事会同意，自愿退出联盟。

3.成员有违反本章程的行为或不履行成员义务的，经常务理事会表决通过后，可予以除名。

第六条 成员权利

联盟成员可享有以下权利：

1.参与联盟的各类活动和项目，包括学术研究、会议论坛、文化活动、交流培训、体育赛事等。

2.参与成员大会，有权表决并提出意见建议。

3.共享联盟平台信息与资源。

第七条 成员义务

联盟成员应履行以下义务：

1.遵守联盟章程，维护联盟的声誉和利益。

2.积极参与联盟组织的各类活动和项目。

3.提供必要的支持和资源，推动联盟的发展。

第八条 成员其他权限

1.各成员的中外文的名称、商标、标识、标志等所有权和相关权利由各成员享有和保留，除非经成员另行书面同意或许可，本联盟或任何其他成员无权使用。

2.成员在获得常务理事会同意的情况下，可以本联盟名义申请政府和社会支持。

3.成员在未经常务理事会同意的情况下，不得以本联盟名义进行任何活动。

第三章  组织机构

第九条 成员大会 

1.联盟设置成员大会，根据需要不定期召开，可采取线上或线下形式召开。

2. 成员大会由全体成员组成，会议须有三分之二以上的成员代表出席方能召开，每个成员单位应至少指定一位代表参加，其决议须经到会代表半数以上表决通过后生效。

第十条 常务理事会

1.联盟设常务理事会，作为日常决策机构，每届任期五年，有增选及退出机制。

2.常务理事会应积极推动联盟成员间的友好合作，组织相关交流活动。

3.常务理事会应采取友好协商方式制定和修改联盟章程。

4.常务理事会可对秘书处工作予以建议和协调。 

5.常务理事会每年召开一次会议。

6.首届常务理事会由为联盟创建发挥重要作用的骨干成员组成。

第十一条 理事长单位与副理事长单位 

1.联盟设理事长单位及若干副理事长单位。

2.理事长单位和副理事长单位由常务理事会推荐，超过三分之二的常务理事会成员通过后产生，可连选连任。

3.首届常务理事会理事长单位为广州体育学院。

4.联盟理事长应从理事长单位中产生。

第十二条 秘书处

1.联盟秘书处负责日常服务与联络工作。

2.联盟秘书处设在理事长单位，其运行费用由理事长单位负责筹集。

3.秘书处秘书长由理事长单位负责任命。

第十三条 顾问团

1.为推动联盟发展，可聘请具有崇高社会声誉，并为体育国际交流合作做出杰出贡献的专家、学者、教练员、运动员和社会人士作为联盟顾问团成员。

2.顾问团应联盟邀请可出席联盟各种会议，但不具有表决权。

第四章  合作内容

第十四条 联盟成员间开展合作包括但不限于：

1.学生交流项目，鼓励联盟成员的青年学生在不同国家和地区间开展学术与文化交流等活动；

2.交换生项目，促进联盟成员的青年学生在不同教育和文化环境中学习与成长；

3.联合培养项目，联盟成员共同打造国际化的体育专业人才；

4.共建实习基地，为联盟成员的青年学生提供实习实践机会，促进技能技术的培养；

5.师资培训计划，组织联盟成员的教师、教练等相互学习交流培训，互授技术和理念；

6.科研信息平台，推动联盟成员间科研资源的共享；

7.科研合作项目，吸引体育相关领域的研究者共同参与，推动科技创新在体育领域的应用；

8.体育推广计划，推动联盟成员间在体育场馆、体育竞赛器材、体育产业、体育赛事组织等方面的合作；

9.友好交流平台，联盟成员可以合作举办文化交流营、科技创新竞赛、暑期交流项目、体育节等各类活动，增进联盟成员之间的交流和友谊。

联盟成员的各类交流活动和项目应本着平等互信、互利共赢的原则，遵循各自国家与地区的民族与宗教文化。

第五章  附  则

第十五条 本章程须经联盟常务理事会审议通过，并需向全体联盟成员公布，自公布之日起生效。

第十六条 本章程未尽事宜或有关条款的修改，由秘书处提出补充或修改意见，报联盟常务理事会审议通过后生效。

第十七条 本章程由联盟秘书处负责解释。

CHAPTER I  GENERAL PROVISIONS

ARTICLE ONE: NAME

Chinese Name: 粤港澳大湾区（广东）—东盟体育联盟（Abbreviation:

湾区—东盟体育联盟）

English Name: Greater Bay Area (Guangdong) - Asean Sport Alliance (Abbreviation: GASP)

ARTICLE TWO: MISSIONS AND PURPUSES

The missions of the Greater Bay Area (Guangdong) - Asean Sport Alliance (hereinafter referred to as the "Alliance") are to promote the spirits of peaceful cooperation, openness and inclusiveness, mutual learning, and mutual benefits by providing an international platform for cooperation and dialogue among sport workers in the Greater Bay Area and Asean countries. The purposes of the Alliance are aimed to promote extensive, wide-ranging, multi-level, and high-level cooperation and exchanges in the field of sports among China and Asean countries, advocate common prosperity, and promote the development of international sports.

ARTICLE THREE: NATURE OF ORGANIZATION

1. The nature of the activities in which the Alliance shall engage in relation to non-governmental, non-profit, open, and international cooperative alliance whose main task is to promote cooperation among members in the field of sports.

2. It is not a legal entity and does not assume joint legal responsibilities for the cooperation and results between member units.

CHAPTER II  MEMBERS

ARTICLE FOUR: COMPOSITION OF MEMBERS

The members of the Alliance consist of higher education institutions, research institutions, sport organizations, etc., from the Greater Bay Area in China and Asean countries.

ARTICLE FIVE: ADMISSION AND WITHDRAWAL MECHANISM

1. Units intending to join the Alliance may submit applications to the Alliance Secretariat who will seek opinions from the Executive Council and obtain approval from the General Assembly.

2. Units intending to withdraw from the Alliance may submit a discontinuance request to the Alliance Secretariat who will seek opinions from the Executive Council and obtain approval from the General Assembly.

3. Units violating articles of the Alliance or failing to perform its obligation may be removed after being voted through the General Assembly.  

ARTICLE SIX: RIGHTS OF MEMBERS

The Alliance members shall have the following rights:

1. Participate in various activities and projects of the Alliance, including academic research, conferences, cultural activities, exchange training, sport events, etc.

2. Participate in the General Assembly, vote, and make suggestions.

3. Access and share information and resources through the Alliance platform.

ARTICLE SEVEN: OBLIGATIONS OF MEMBERS

The Alliance members should fulfill the following obligations:

1. Adhere to the Constitution and uphold the reputation and interests of the Alliance.

2. Actively participate in various activities and projects organized by the Alliance.

3. Provide necessary supports and resources to promote the development of the Alliance.

ARTICLE EIGHT: MEMBERS OF OTHER PERMISSIONS

1. The ownership and relevant rights of the names, trademarks, identifications, signs, and other members in Chinese and foreign languages shall be possessed and retained by each member. The Alliance and other members shall have no rights to use without obtaining written consent or permission from the member.

2. The units may, with the consent of the Executive Council, apply for governmental and social support in the name of the Alliance.

3. The units shall not conduct any activities in the name of the Alliance without the consent of the Executive Council.

CHAPTER III  ORGANIZATIONAL STURCTURE

ARTICLE NINE: GENERAL ASSEMBLY

1. The Alliance establishes a General Assembly, which is convened periodically as needed, and may be held online or in-person.

2. The General Assembly consists of all members, and a meeting can be convened with the presence of over two-thirds of the member representatives. Each member unit should designate at least one representative to attend, and resolutions shall be effective only after receiving more than half of the votes from attending representatives.

ARTICLE TEN: EXECUTIVE COUNCIL

1. The Alliance establishes an Executive Council as the daily decision-making body, with a term of five years and mechanisms for addition and withdrawal.

2. The Executive Council should actively promote friendly cooperation among Alliance members and organize relevant exchange activities.

3. The Executive Council should formulate and amend the Alliance Constitution through friendly consultations.

4. The Executive Council may provide suggestions and coordination regarding the work of the Secretariat.

5. The Executive Council shall convene a meeting once a year.

6. The first Executive Council consists of core members who played an important role in establishing the Alliance.

ARTICLE ELEVEN: CHAIRPERSON UNIT AND VICE CHAIRPERSON UNITS

1. The Alliance establishes a Chairperson Unit and several Vice Chairperson Units.

2. The Chairperson Unit and Vice Chairperson Units are recommended by the Executive Council and elected by more than two-thirds of the Executive Council members, and they can be re-elected.

3. The first Chairperson Unit of the Executive Council is Guangzhou Sport University.

4. The Chairperson of the Alliance shall be selected from the Chairperson Unit.

ARTICLE TWELVE: SECRETARIAT

1. The Alliance Secretariat is responsible for daily services and communication.

2. The Secretariat is located in the Chairperson Unit, and its operating expenses are funded by the Chairperson Unit.

3. The Secretary General is appointed by the Chairperson Unit.

ARTICLE THIRTEEN: ADVISORY COMMITTEE

1. To promote the development of the Alliance, individuals who are experts, scholars, coaches, athletes, and social figures with high social reputation and outstanding contributions to international exchange and cooperation in sport may be invited to serve as members of the Alliance Advisory Committee.

2. The Advisory Committee members invited by the Alliance can attend various meetings but do not have voting rights.

CHAPTER IV  COOPERATION CONTENT

ARTCILE FOURTEEN: COOPERATION AMONG MEMBERS

The cooperation among Alliance members includes but is not limited to:

1. Student communication programs to encourage academic and cultural exchanges among youth students of Alliance members in different countries and regions.

2. Exchange programs to promote the learning and growth of youth students of Alliance members in different educational and cultural environments.

3. Joint training programs to jointly cultivate international sport professionals among Alliance members.

4. Co-construction of internship bases to provide internship opportunities and promote skills development for youth students of Alliance members.

5. Faculty training programs to organize mutual learning and exchange training for instructors and coaches of Alliance members to share techniques and philosophies.

6. Research information platforms to promote the sharing of research resources among Alliance members.

7. Research cooperation projects to attract sport researchers and the related fields to jointly participate and promote the application of scientific and technological innovation in the field of sport.

8. Sport promotion plans to promote cooperation among Alliance members in areas such as sport venues, athletic equipment, sport industry, and sport event management.

9. Friendly exchange platforms where Alliance members can collaborate among various activities such as cultural exchange camps, technology innovation competitions, summer exchange programs, sport festivals, etc., to enhance communication and friendship among Alliance members.

All types of exchange activities and programs among Alliance members should be based on the principles of equality, mutual trust, and mutual benefits, and should comply with the ethnics and religious cultures of their respective countries and regions.

CHAPTER V  SUPPLEMENTARY PROVISIONS

ARTICLE FIFTEEN:

This Constitution shall be reviewed and approved by the Alliance Executive Council, and shall be announced to all Alliance members, effective from the date of publication.

ARTICLE SIXTEEN:

Matters not covered in this Constitution or amendments of relevant articles shall be supplemented and submitted to the Secretariat and approved by the Executive Council to be in effective.

ARTICLE SEVENTEEN:

The Secretariat of the Alliance is responsible for interpreting this Constitution.
